Dynamics of Publicness in Policy Making Process of Child Care Agenda: Exploration of Combining Publicness with Political Character

Abstract
This study is interested in changing child care policy which is big issue caused by recent governmental and presidential elections. On the perspective of the publicness, this study analyzes changing conditions of child care agenda which are results of combining publicness with policy. For this purpose, this study examines the influences of the child care agenda to child care discourse in government. The analyzed results are as follows: On the one side, it is viewed positive that child care problem as policy issue is grown very fast. But on the another side, it shows that political character is much bigger than rationality in policy making process of child care agenda caused by competition of political parties for achieving superiority. Therefore, it is found that the child care policy is oriented too much to direction which the public prefer.
